It is up to Israel to accept the appointment in Jerusalem, which it has flatly rejected. It is also up to Israel to negotiate the terms of normalization with Saudi Arabia. As it stands, the Saudis demand that certain concessions to Palestinians be made first, which have also been ruled out by Israel.
No other country is imposed upon internationally as Israel is, when it comes to making decisions about its own sovereignty, and in decisions involving its defense of its own existence.
The Biden administration, the United Nations and Saudi Arabia are all unabashedly pro-Palestinian and seek to advance Palestinian interests at the expense of Israel.

The appointment was seen as part of a concerted effort by Riyadh to deepen its engagement with the Palestinians as it engages in talks with the Biden administration about a potential normalization deal with Israel.
Saudi Arabia is expected to demand Israel take significant steps to advance a two-state solution in order to get a normalization deal across the finish line, though it seems unlikely that Prime Minister Benjamin Netanyahu’s current hardline government would agree to take such measures…..

Biden claims to be a strong supporter of Israel, but like many in his party, they’d rather see a multi-cultural Palestinian state instead of Israel. Of course, multi-culturalism among the palis is “you have 24 hours to get out or you will die.” Abbas has made in clear he wants no Jews in a future palestinian state.
