The French Government has drawn up a ministerial circular that would allow authorities to cut social welfare benefits for people convicted of looting and rioting during the urban unrest that began on October 17.
Jointly drafted by justice minister Gérald Darmanin and housing minister Vincent Jeanbrun, the directive aims to deduct the estimated financial gains derived from selling stolen goods directly from state assistance payments.
The aim of a separate “rioter pays” bill is to establish a “new joint and several civil liability”, which would make it possible to impose collective fines on all participants in a violent action, Journal du Dimanche reported.
The reductions would apply across several core welfare schemes, including the revenu de solidarité active (RSA), France’s basic income support, housing benefits (APL), family allowances and unemployment insurance.

Those who have been convicted not just of looting during the riots, but also of other illicit activities, such as drug trafficking, will now have their welfare benefits reduced by the amount the government calculates they have been making from those activities.
Business federations and government assessments estimate the direct physical damage and stock losses at hundreds of millions of euros. Carrefour chief executive Alexandre Bompard, who heads the FCD retail federation, gave that estimate on October 18.
That estimated loss of hundreds of millions of euros from looting and destruction of shops after just the first day of rioting by now must have risen to close to one billion euros.
It’s a good move. Rioters, even those who caused property damage but did not loot, will now face severe financial consequences for their behavior. Upon conviction, their welfare benefits of every sort, including the housing and family allowances that had previously been exempt from being reduced, will now be decreased or eliminated entirely. These cuts will be in addition to any prison sentences the rioters and looters may be given. And if deprived of most or all welfare benefits, the Muslim migrants among them may decide that it’s time to return to their countries of origin. The French can consider that a bonus.

The French bankrupt system that is spending more than 100% of GNP on social benefits? It will be cutting off the benefits it can no longer provide? The nation that gets riots every time it suggests raising the retirement age?
Aren’t we looking at a nation falling apart so quickly, financially and socially, that anything the government orders is unlikely to be completed? Who will pay the police?
