The problem here is the same problem with all “Islamophobia” initiatives. The intention is to stop people from attacking innocent Muslims. The San Diego City Council’s definition of the term, however, will result in restricting honest analysis of the motivating ideology behind jihad terrorism, as Muslims and leftists have always characterized such analysis as “racism, prejudice, discrimination, hostility,” and “hatred.” And that means that this measure should run afoul of First Amendment concerns. There is no way that the San Diego City Council will discover a way to muzzle criticism of Islam and opposition to jihad and Sharia, which is what this initiative is all about, and also to protect the freedom of speech. It simply cannot be done.

San Diego City Council voted unanimously to officially define the term “Islamophobia”. They say anti-Muslim hate is growing and this is a way to fight it. NBC 7’s Shelby Bremer has reaction from the Muslim community.
Months after two terrorists killed three men at a San Diego mosque, the City Council Tuesday unanimously adopted a working definition of Islamophobia with the intention of taking a moral stance against hate.
Dozens, including faith leaders, spoke in favor of the proposed definition, which reads: “Islamophobia is a form of racism, prejudice, discrimination, hostility, or hatred directed toward Muslims or those perceived to be Muslim, or their property, that targets expressions of Muslim identity or perceived Muslim identity and may manifest through speech, conduct, institutional practices, exclusion, intimidation, harassment, or violence.”
Councilman Sean Elo-Rivera and Council President Joe LaCava proposed the action, the definition above serving as “an educational tool to help the city identify, condemn, and combat anti-Muslim hate and would reaffirm the city’s commitment to religious freedom and civil rights,” according to a statement from the council members.
On May 18, a pair of teenagers motivated by white nationalism gunned down the victims at the Islamic Center of San Diego before fleeing and fatally shooting themselves.
The victims — mosque security guard Amin Abdullah, 51, and congregation members Nadir Awad, 57, and Mansour Kaziha, 78 — “sacrificed their lives to protect the entire community inside the Islamic Center of San Diego,” ICSD Imam Taha Hassane said.
“In an ideal San Diego, people of all faiths and backgrounds would feel safe and loved. Tragically, that is not the case. These are hard times,” Elo Rivera said, noting that some members of the Muslim community did not feel supported by the city following the shooting. “Some of those harms have occurred here in these chambers.”
Following the May attacks, the U.S. Immigration Policy Center at UC San Diego found that 88% of surveyed Muslims in San Diego County reported feeling less safe in their community, 74% reported increased concern for their personal safety because they are Muslim and nearly half expressed concern that threats against Muslims are not taken seriously….

Saying muzzies are terrorists, or prone to be, or taught to be, or that the speaker “hates islam”….or anything similar, are protected words.

The definition is so vague as to be meaningless. Here is a better one.
Islamophobia is an irractional fear of individual Muslims after they have passed through security at an airport terminal or courthouse, federal building, or jail visitor areas after magnetometers and bag search
stadiums, arenas, and many concert venues after bag check and wanding, a secure military or government facilities after base access control. Many hospitals and clinics for staff who are badged and background-checked, other examples of Islamophobia would be:
A coworker, classmate, or neighbor you have dealt with for months or years
A physician, nurse, teacher, cop, firefighter, or soldier in the course of their job
A child’s classmate or the parent sitting next to you at a school event
An elderly patient, a shop clerk you’ve seen weekly, a teammate
Operating rooms, labs, and other controlled clinical spaces
Daycare rooms and elementary classrooms during the school day
Nursing homes and memory-care units
Jury boxes, witness stands, and similar supervised proceedings
Most workplaces with badge access and cameras after you’ve already been admitted
