Those questions, I hope, are rhetorical. The Muzzie community as a whole is an instigator of terrorism, from the imams down to the congregants. Their religion biases them towards it. Just watch a few of the undercover MEMRI-produced videos of Imams preaching in various mosques and you will see.

Many years ago on a now defunct evil internet site it was claimed that there is a district in India where Muslims police themselves.
If muslims commit a crime then the police goes home and all muslims are fair game.
The time they are fair game is related to the crime. This article claimed that this includes killing them.
And when enough muslims have died, the police re-opens.
And now when the police is called to a muslim death then the relatives just need to produce some jihad-related material and nobody is prosecuted as muslim killed muslim to prevent muslim from killing indians.
