The Minister of Higher Education and Scientific Research within the interim government in Syria, Marwan Halabi, announced that the Higher Education Council has approved the procedures regulating dealing with certificates of graduates of Lebanese universities granted according to the (LMD) system), in a move that allows holders of these certificates to obtain official equivalence documents and have their qualifications recognized within Syria.
Al-Halabi explained, via the “X” platform, that the decision stipulates the ratification of university degrees granted according to this system and granting their holders an equivalence document issued by the Ministry of Higher Education, which allows them to benefit from their degrees in the labor market and obtain job rights according to the applicable systems.
The decision comes months after Syrian graduates who studied at Lebanese universities called for finding a legal mechanism to address the status of their degrees and enable them to use them inside the country.
While the certificates of Lebanese university graduates have received official recognition, the issue of certificates issued by universities in the autonomous administration areas of northern and eastern Syria remains unresolved, despite continued demands to find a mechanism for their accreditation.
The file of educational certificates in the autonomous administration areas has witnessed partial progress during the past period, as the Ministry of Education in the government approved the basic and secondary education certificates issued by the autonomous administration institutions, which allowed students to continue their education within the educational institutions.
However, this accreditation has not yet included university degrees issued by universities in northern and eastern Syria, which remain outside the framework of equivalency and official recognition.
Several sources have indicated over the past months that there have been discussions and understandings between the concerned authorities regarding the integration of educational institutions and addressing the conditions of students and graduates in the autonomous administration areas, but these efforts have not yet been translated into official decisions that allow the equivalency of certificates or their accreditation at the national level.
The continued suspension of this file raises concerns among thousands of students and graduates who face difficulties in pursuing their postgraduate studies or benefiting from their certificates in employment within official institutions, at a time when calls continue to find legal and academic solutions that guarantee their educational and professional rights.
