In July 1986, Pakistan’s National Assembly was specially summoned to add the death penalty to Section 295-C. This single amendment turned the nation’s blasphemy law into one of the world’s most dangerous weapons against freedom of expression and religious minorities, especially against Christians.
The proposed changes were straightforward, Islamic, and harsh:
Along with life imprisonment, the death penalty will also be imposed on the offender of blasphemy against the Islamic prophet Muhammad.
A fine will also be imposed along with every punishment.
Only Muslim judges will be able to hear cases under Section 295-C.
The Assembly quickly passed the bill and sent it to the Senate. What happened during the debate exposed the deceptive and authoritarian nature of Islamic lawmaking in Pakistan.
The Weapon of Islamic ‘IJMA’
Parliament based its justification for adding the death penalty on only two things: ijma (consensus) and one questionable hadith. Speaker after speaker repeatedly declared that the entire Muslim Ummah has complete consensus that the only punishment for insulting Muhammad is death. They left no room for any difference of opinion:
“There are no two opinions on this matter.”
“The entire Ummah has ijma on this.”
“There is no difference of opinion.”
“All Islamic schools of thought are unanimous.”
“There is no need for discussion on this.”
“How can you even think of publicizing this?”
“The entire Muslim Ummah has ijma on this.”
They were using the word “ijma” like an axe. This is the pure Islamic method — once consensus is claimed, any disagreement is declared kufr (infidelity).
But the interesting thing is that the Pakistani Muslim lawmakers who claimed ijma on death never showed any real consensus on forgiveness and mercy. Their ijma only works when demanding blood.
The Scandal of Four Islamic Books — Deliberately Wrong References
To prove the Islamic “ijma,” the supporters of the bill cited four famous books in Parliament:
Al-Sarim al-Maslul — Ibn Taymiyyah
Fatawa Alamgiriyyah
Fatawa Shami — Ibn Abidin
Al-Sayf al-Maslul — Taqi al-Din al-Subki
When the original books are studied, a shocking truth emerges. Every reference Parliament gave actually says that non-Muslims should not be killed for blasphemy against the Islamic prophet Muhammad.
Ibn Taymiyyah, quoting Abu Hanifa, clearly wrote that a non-Muslim dhimmi should not be killed for blasphemy. The Fatawa Alamgiriyyah also orders that a non-Muslim should not be killed. Ibn Abidin in Fatawa Shami writes that if the blasphemer is a non-Muslim, he should not be killed. Subki, while stating the Hanafi position, said that since a dhimmi is not killed for his kufr and shirk, he cannot be killed for blasphemy, either.
Parliament had either not read these books or deliberately used them. The texts were used to impose the death penalty on non-Muslims. This was high-level Islamic intellectual deception.
Secret Meeting and Violation of Procedure
The real decision was not made in the open Assembly, but in a secret meeting attended by Minister of State Mir Nawaz Khan Marwat, Gohar Rahman, Liaquat Baloch, and a few Islamic scholars. The minorities members of the Assembly were not even aware of this Islamic meeting.
The passage of the bill also violated the Assembly’s own rules of procedure. Copies of the bill were not provided to members in advance. When members asked for them, the Speaker ignored them. No one demanded that the bill be sent for public debate or expert opinion — they knew it was a matter of “Islam, take lives.”
Dangerous Outcome
By raising the noise of fake ijma, Parliament made criticism of this law impossible. Anyone who now demands any change is immediately declared an enemy of Islam.
The 1986 session did not just increase the punishment — it turned an evil Islamic law into a tool for murder, mob lynching and burning churches. Since then, there has been a massive rise in false blasphemy cases. This law is used for personal enmity, revenge, and especially to terrorize Christians.
Muslim lawmakers proved in 1986 that they can easily manufacture fake ijma when demanding death, but they cannot show any real agreement even on saving lives. Their ijma only works for shedding blood for Muhammad. Even today, Muslims are shedding blood, blood and blood.
This was not legislation, but the enforcement of Sharia supremacy under parliamentary cover — deception, ruthlessness, and bloodshed.
From 1986 until today, the blood of thousands of innocents is on the hands of those who passed this law through lies, references, and fake ijma. And Pakistani Christians are still paying the price for it.
