Britain has embarked upon a new attempt to favor Muslims above people of all other religions in yet another attack on the freedom of speech when that speech is deemed offensive to Islam. “UK government’s new definition of anti-Muslim hate under social cohesion strategy,” by Aine Fox, Independent, March 10, 2026:
The government has unveiled a new non-statutory definition of anti-Muslim hate as part of a wider strategy on social cohesion.
Communities Secretary Steve Reed said the government has a duty to act against record levels of hate crime against Muslims, but that “you can’t tackle a problem if you can’t describe it”.
The definition aims to both protect people from “unacceptable prejudice, discrimination and hatred” and uphold the right to freedom of speech.
“Today, we are adopting a non-statutory definition of anti-Muslim hostility,” he told the Commons on Monday.
“This gives a clear explanation of unacceptable prejudice, discrimination and hatred targeting Muslims, so we can take action to stop it.
“The definition safeguards our fundamental right to freedom of speech about religion in general or any religion in particular and ensures that concerns raised in the public interest are protected.”…
The new definition — which isn’t legally binding but indeed forms a framework for government policy and thus possible future legislation — is anything but socially cohesive, and it does not safeguard the right to free speech. It has already elicited a bombardment of articles from leftist media, hailing it as a solution to so-called “anti-Muslim hate” and constitutes no threat to free speech. Britain’s opposition, however, warns that “the definition risked creating a blasphemy law and blurred the line between legitimate criticism of religious beliefs and unlawful hate speech.”
Ian Austin of Britain’s House of Lords says “I’ve seen first-hand the chilling effect of speech codes that protect Islam” and warned in a Telegraph article that the “Government’s new definition of ‘anti-Muslim hostility’ risks penalising legitimate critics of Islamists.”
The new definition is a stark attempt to weave its way around the UK government’s longstanding attempt to incorporate “Islamophobia” into policy. The public now generally recognizes the term “Islamophobia” as an attempt to erode the cornerstone of Western free societies: free speech. And it’s “truly sinister,” according to the Spectator, which notes:
Hatred and discrimination against Muslims are emphatically wrong – but are already illegal. The only purpose of an additional definition must be to create special protections for one faith which do not apply to those of other faiths or none.
The Spectator continues:
there will also be… a ‘special representative for anti-Muslim hostility,’ a post likely to go to an activist who will constantly press for even more restrictions, and even more expansionary wording of the definition.
The Islamist groups who campaigned for the definition – with an explicit agenda of suppressing criticism of themselves – haven’t got all they wanted yet. But they are the winners here. The announcement explicitly says that the definition ‘may need to evolve over time.’
Their demand that Islam be treated as a race, and that any attack on it be treated as racism, isn’t in the definition itself, but is reflected in the supporting text. Their demand to use the word ‘Islamophobia’ hasn’t been granted, but the term ‘anti-Muslim hostility’ amounts to the same thing…
Unsurprisingly the Muslim Council of Britain — an umbrella body of Muslim organisations in the United Kingdom — doesn’t think c that the definition goes far enough:
Dr Wajid Akhter, Secretary General of the Muslim Council of Britain, said, “The Government’s working definition of Islamophobia which it has renamed anti-Muslim hostility announced yesterday appears to be a diminished version of that recommended by the Government’s own Independent Working Group last year.

The only rational explanation based on any form of logic for this new British policy which severely put limits on all criticisms of Islam that many Muslims are so easily offended that some of them might engage in violence ,even deadly violence, ,so in an attempt to :”keep the peace” that policy was enacted.

Guidance issued to teachers by Labour councils in northern England warns that images made by pupils in art lessons may be seen as “idolatrous” under sharia.
The advice, designed to help teachers adapt to religious sensitivities, also warns that music and dance classes could be contrary to the teachings of Islam.
It adds that diversity in the classroom can be “a great source of strength”, but that schools “will want to be flexible in catering for religious difference”.
The guidance was issued by local authorities across the North of England, including Kirklees, the council area that covers Batley Grammar School.

The guidance document titled “Sharing the Journey” says that “for some Muslim parents, sensitivities may exist in connection with the teaching of aspects of art, dance, drama, music, physical education, religious education and RSHE”.
The subject-by-subject guide to handling religious prohibitions while delivering the National Curriculum states that while Islamic culture has produced enduring abstract art, “three-dimensional figurative imagery of humans is considered idolatrous by some Muslims”.
Teachers have been advised: “It is very important that the school understands this and is also careful not to ask its students to reproduce images of Jesus, the Prophet Mohammed or other figures considered to be prophets in Islam. Some Muslim pupils may not wish to draw the human figure.”
The prohibition is based on several hadith – canonical stories about Mohammed that inform sharia – in which the Muslim prophet speaks out against images, particularly those imitating living beings.
Guidance for schools further states that “in Islam, music is traditionally limited to the human voice and non-tuneable percussion instruments as in the days of the Prophet, when they were only used in marriage ceremonies and on the battlefield”.
It notes that there is diversity of opinion on music in Islam, but that “schools should listen to any concerns, discuss the place of music in the curriculum and ensure that students are not asked to join in songs that conflict with their religious beliefs”.
The prohibition on music is not supported by all Muslims, but has been advanced in certain movements, including the Deobandism espoused by the Taliban.
Teachers are also warned that dance lessons could cause parental concerns over “physical contact between males and females”.
This advice was first created in 2022 by councils in Leeds, Calderdale, Oldham, Wakefield, and was shared by local authorities including Sefton in Lancashire, and Tameside in Greater Manchester. It has since been reissued.
The introduction to the guidance says that it can play a part in “building harmony and understanding” and fostering “cohesion” in local communities.
This has become a major concern for the current Labour Government, which this week urged schools to monitor anti-Muslim hostility as part of a drive to maintain social cohesion.
The plans announced by Steve Reed, the Communities Secretary, have caused concerns among some free-speech campaigners worried about a potential “chilling effect” on debate about issues within the Muslim community.
While new policies have been announced, it has emerged that guidance on accommodating religious prohibitions in classrooms has been in place for a number of years.
Similar advice has been issued by councils elsewhere in England, warning that some Muslim families may object to representational art or certain forms of music. Schools are encouraged to consider alternative activities where pupils feel participation conflicts with their religious beliefs.
Guidance has also been produced with the help of local Standing Advisory Councils for Religious Education, multi-faith bodies that advise schools on teaching about religion. Some council documents note that sensitivities may also arise in other faith groups.
These could include Lenten fasting, Mormons avoiding stimulants such as tea and coffee, and dietary requirements of Jewish people and Rastafarians. Some council documents note that Jehovah’s Witnesses may wish to withdraw from music lessons and patriotic observances, while some Jewish people may not wish to create images of holy figures.
In the case of the most recent advice issued by councils across the north of England, other faiths are not frequently mentioned in relation to sensitivities around the curriculum. These councils have been contacted for comment.”

Britain has defeated violent ideologies before. It did so by defending liberal values, not by tiptoeing nervously around those who reject them.
It’s a typically Whitehall-sounding name for something that has the power to affect every part of our lives. But the question remains whether the Government can square the circle of adopting a new definition of “anti-Muslim hostility”, the cornerstone of this new strategy, with tackling Islamist extremism, which it admits is the predominant threat.
“Islamist” was chosen to make that distinction clear, to separate extremists from ordinary Muslims, but even this 69-page report only spares two sentences discussing what the Islamist threat is.
The Government says its new definition will condemn the “prejudicial stereotyping of Muslims” resulting in them being treated “as a collective group defined by fixed and negative characteristics”. That sounds reasonable enough until you consider how easily such wording can be stretched and how universities, councils and police forces typically err on the side of caution whenever complaints arise.
In recent years, police officers have spent hundreds of hours investigating tweets and recording so-called “non-crime hate incidents” that never resulted in any offence at all. The definition will no doubt make it is easy to prove a “Muslim hate ” element in various offences both physical and online.
No doubt the Starmer Government will be wanting to put folk in prison early on as an example to others.
