A team of UN investigators tasked with researching cases of violence by Israeli settlers and the transfer of arms to Israel for use in the Gaza war cannot complete their work because of financial constraints, a document showed.
The incident shows how dire funding shortages in the UN system, caused by donor fatigue and belt-tightening, are harming global accountability efforts for abuses after a Congo probe was stalled earlier this year.
The Independent International Commission of Inquiry on the Occupied Palestinian Territory – established in May 2021 by the Geneva-based Human Rights Council – can provide evidence of international crimes used in pre-trial investigations by tribunals like the International Criminal Court.
Last year, the council approved a request from Pakistan to research additional evidence on arms transfers to Israel in the context of the Gaza war and Israeli settler violence.
Of course the council approved the request; this “research” was the perfect expression of anti-Israel animus, designed to render the Jewish state more vulnerable by calling for a halt of arms transfers to the embattled IDF, and for sanctions on Israelis living in Judea and Samaria who are routinely damned as “settlers,” people who supposedly have no claim to any part of that territory and are vilified for standing up against Palestinian encroachments on Jewish land in Area C.
But Navi Pillay, who heads the inquiry, told the council’s president in an August 6 letter that a lack of funds meant it was unable to hire staff.
“The Commission has started informing the sponsors of the two resolutions that it will be unable to produce these mandated reports and present them to the Council in March 2026,” said Pillay, who has served as a judge at the ICC and is a former UN High Commissioner for Human Rights….
Navi Pillay is one of the mainstays of the anti-Israel brigade at the UN, in her ill-concealed animus coming just behind Federica Albanese, the Special Rapporteur for Conditions in the Occupied Palestinian Territories, but ahead of Stephane Dujarric, the press spokesman for UN Secretary-General Antonio Guterres.
A backlog of UN mandatory fees, including from the top donor, the United States, which owes around $1.5 billion, has worsened a long-running UN liquidity crisis. In response, the global body plans to cut its budget by 20%.
If the UN hopes that the United States will pay the $1.5 billion it is said to “owe” the UN — it doesn’t owe anything; it merely promised in the past to pay a certain amount that now it chooses to withhold — it will be greatly disappointed. And the problem goes far beyond the Americans.
Because of the refusal of so many donor nations to contribute as much as they have in the past, the staff of the UN Commission for Human Rights has been cut by 50%. And this has meant that the agency, which devotes so much of its attention to criticizing Israel, is unable to engage in its usual savage indignation directed at the embattled Jewish state.
It’s not that the UN has come to its moral senses. It is, rather, that the cupboard is bare, or becoming so. Under Trump, Washington has slashed its donations to the UN, out of outrage at that body’s anti-Israel and anti-American policies. Some formerly generous donor nations in Europe have now decided, as members of NATO, to increase their defense spending to at least 2.5% of GNP, as urged by Trump, and as a consequence of that increase, are slashing the amounts they give to the UN.
Should you drop a ready tear because that the UN’s financial bankruptcy is now making it less possible for that malign institution to indulge in its moral bankruptcy whenever the object is Israel? No, I didn’t think you would.

Very well written, and all so true. Europe has already succumbed to the Islamic takeover. The political leaders there will have to live with their capitulation. Hopefully, the Islamic expansion to our US has been stopped.

As it is, the OIC dominates that organization, ever since the fall of communism and the “Non-Aligned Movement”. So countries like US, Japan, EU, Britain, et al should stop contributing (EU & Britain have their hands full paying for their “migrants”, Japan’s economy is in a tailspin and US is struggling to manage its debt & get it under control)
So let the UN get bankrolled by Qatar (which seems to have money to throw everywhere), Turkey, Kuwait, Algeria and any number of rich muslim countries. Let them audit the UN and then decide which programs are worth it. Yeah, they’ll still hate on the likes of Israel, India, Burma, et al, but they’ll probably cut programs glorifying gender equality, the “North-South dialog”, etc Let them have it
