Mohamad Baajour was born in Lebanon and has lived in the US for 30 years. He is not in any of the databases including SAVE (Systematic Alien Verification for Entitlement) that would confirm that he is a citizen or eligible to work here. But those databases are admittedly (by the government) incomplete, and someone not granted employment because he is not eligible to work can show a visa or other evidence that will quickly be manually checked.
