“Rep. Josh Gottheimer (D-NJ) stated, “CAIR’s leadership has a long history of spewing vile antisemitism and anti-Zionist rhetoric, including openly praising the Hamas terrorists that brutally attacked Israel, murdering, raping, and kidnapping more than 1,200 people on October 7 [2023].”
Gottheimer added, “The allegations that CAIR receives funding from Hamas and the Muslim Brotherhood, if true, are deeply concerning and require an immediate investigation.”
IAN founding board member Julie Marzouk said, “There’s no transparency.” She added, “This is part of a consistent pattern from CAIR — to muddy the waters and limit the public’s ability to track the money.”
The complaint has raises concerns over financial transparency and compliance with federal regulations. Claims suggest that funds meant for CAIR California may have been misappropriated by CAIR Greater Los Angeles, which redirected the money to non-IRS-registered CAIR chapters.
The funding issues have coincided with controversial statements from CAIR leadership about Israel and Hamas. CEO Hussam Ayloush of CAIR-CA has criticized Israel’s right to self-defense.
Zahra Billoo of CAIR’s San Francisco chapter previously made remarks about Hamas attacks on Israeli civilians. Billoo said at the time, “We need to pay attention to the Anti-Defamation League. We need to pay attention to the Jewish Federation. We need to pay attention to the Zionist synagogues. We need to pay attention to the Hillel chapters on our campuses, just because they are your friends today, doesn’t mean that they have your back when it comes to human rights.”
IAN has argued that CAIR’s actions indicate a pattern of financial misconduct, suggesting the organization seeks to obscure its financial practices. CAIR’s federal accreditation has expired, prompting IAN to call for a forensic audit and a DOJ investigation.
The complaint states, “A formal forensic audit followed by a proper DOJ investigation is necessary to evaluate the full extent of CAIR-CA’s financial misconduct, compliance breeches and support for terrorism.”
Despite ongoing criticism and legal challenges, CAIR has settled lawsuits rather than disclosing funding sources.”
