Shakir is the only translation that says “two and three and four”, but all of the others – Khalifa, Pickthall, Sher Ali and Yusuf Ali – say “two, three or four”. Given that muslims seem to go w/ that, it looks like four is indeed the upper limit
One thing I recall reading, though: polygamy, despite qur’an 4:3, is officially illegal in most muslim countries. Emirates, for instance, argues that it’s impossible to be completely fair if one has >1 wife, and has used that pretext to completely outlaw polygamy

I can agree with him that the Hadith has the expanded details of how the suppression of women is to be done, however, the Quran clearly sets the inferior status of women, their lesser entitlement, and requires hiding their sex-specific appearance:
“And tell the believing women to lower their gaze and guard their chastity, and not to reveal their adornments except what normally appears. Let them draw their veils[khimar] over their chests, and not reveal their ˹hidden˺ adornments..” – Quran 24:31
A khimar is a scarf-like cloth. That it is required to cover the chest is far more than a hijab and is the source of the “body bags” worn in Iran. Imam Taj Hargey’s claim that the Quran doesn’t require the oppressive covers for women or inferior treatment is a new fantasy that will likely be believed by non-Muslims but cannot be escaped by ejecting the Hadith – it is firmly set in the Quran.
We could wish Hargey best wishes to convince other Muslim men that they should give up their unearned superiority over their women, however, that seems rather illogical.
