      He would not have any authority to have any foreign dignitary arrested.

As soon as his hand is near Netanyahu he would be on the ground on his stomach with a knee in his back. Islam is a Government, no matter where a Muslim lives, Islam is their Government, their goal, and no other authority will sway them. Its worse than having KKK or Neos in office.
