The United Arab Emirates has presented its detailed plan for “the day after” in Gaza, which calls for a reorganizing of the government in the Strip, to ensure that neither Hamas, nor the Palestinian Authority as it is currently constituted, will hold power. The plan, which has many good points and some that are not good, including invoking a future “two-state solution,” can be found here. “The Palestinian Authority rejected a UAE “day after” plan for Gaza that would lead to a Palestinian state. Palestinian Sada News gives details on a UAE plan presented to Antony Blinken about how to unify Gaza and the West Bank under a trusted, transparent and revamped Palestinian Authority, a move that would lead to a two state solution.
Mahmoud Abbas rejected it, as he has rejected every single peace plan that has ever crossed his or his predecessor’s desk.
Most notably, Abbas rejected the peace plan offered to him by Ehud Olmert in 2008, that would have given the Palestinians 94% of the West Bank, as well as compensatory enclaves taken out of Israel proper. Arabs in east Jerusalem would be under Palestinian sovereignty; those parts of Jerusalem would form the capital of a Palestinian state. In addition, Israel would have given up its control of the holy basin in Jerusalem containing sites sacred to Jews, Muslims, and Christians, including the Mount of Olives and the City of David. “This area would be jointly administered by five nations, Saudi Arabia Jordan, the Palestinian state, Israel, and the United States.”
Since that 2008 rejection of Olmert’s offer, Abbas has continued to reject any tentative attempts by Israel and the United States to resurrect a possible peace plan.
The Palestinian Authority must undertake reforms and demonstrate transparency and accountability to restore its credibility and the trust of the Palestinian people and international partners, in exchange for being recognized as the sole legitimate governing body of Gaza. This process will include the appointment of a new prime minister and the establishment of a Gaza committee through presidential decree.
Mahmoud Abbas must have shuddered at those words “reform,” “transparency,” and “accountability.” For he doesn’t want any “reforms” that would keep him and his loyalists in Ramallah from continuing to steal money from the PA’s till. Abbas himself is believed to have acquired a fortune of $500 million, but he’s always eager for more. And he’s got mouths to feed — his grasping sons Tareq and Yasser, as well as all of his bought-and-paid-for loyalists, who have become millionaires in their own right.
It also requires that the Israeli government make concessions, on the path to progress towards a two-state solution.
What exactly are these “concessions” that the UAE plan envisions Israel as having to make? And since any language about a “two-state-solution” is worrisome, and if it remains it will prevent Israeli acceptance of the plan, why not leave that out and put a period after “concessions”?
The plan includes the deployment of a temporary international mission based on an official request from the Palestinian Authority, whereby the mission will be deployed to replace the Israeli military presence in Gaza, and will supervise the stability of the situation and the enforcement of the law in Gaza.
The forces could include personnel from Arab countries, including military contractors, and the Palestinians would not have a direct role in security at first, the UAE document says….
Here is the major concession expected of Israel: that it withdraw its military completely from Gaza, and entrust the policing of the Strip to a “temporary international mission” that “could include personnel from Arab countries.” And while the Palestinians “would not have a direct role in security at first,” presumably in time they would take over. What assurances would Israel have that those Palestinians would not again constitute a military threat to the Jewish state? Will the UAE plan require that the Palestinians be limited to a police force that is limited to small arms, to maintain order, and will not be allowed to acquire more lethal weapons? Will Israel have enshrined in this UAE plan the right of the IDF to enter Gaza whenever it detects a threat, whether a buildup of terrorist forces, or the appearance of lethal weapons?
How does the UAE plan to ensure that the Palestinian Authority will not continue its corrupt ways as it oversees the inflow of tens of billions of dollars in outside aid, and awards government contracts for rebuilding infrastructure? Would it not be better for those providing the aid, including the UAE and Saudi Arabia, also to be in charge of how it is spent, with their own nationals stationed in Gaza, and tasked with supervising the disbursement of all funds for rebuilding infrastructure?
It will also aim to complete Palestinian reconciliation, by starting a dialogue between Fatah and Hamas to achieve a consensus that ensures Hamas’ acceptance of the committee and the international mission.
What is the likelihood that Fatah and Hamas could ever be reconciled? When have they ever collaborated? They will be fighting over money and power. And given the vast sums that will be flowing in from the Saudis and Emiratis to rebuild Gaza, there is a lot at stake — fortunes to be made, for whichever faction in Gaza is more ruthless. Let’s remember that in all the recent civil wars in Arab states — in Syria, Libya, Yemen — there has never been a peaceful resolution. What allows one to think there would be one between Hamas and Fatah in Gaza?
The document indicates a timetable for initial steps, including issuing a presidential decree to form a new Palestinian Authority government and establishing a Gaza committee.
Again, here is another part of the UAE plan that will enrage Mahmoud Abbas .As far as he is concerned, there never will be a “new Palestinian Authority government.” The old one, the one he has headed during the 19 years of his four-year presidency, has been in his view just fine. He doesn’t want other people — especially not honest technocrats — coming in and shutting down his corrupt operation.
Gaza, meanwhile, is a complete ruin, due to the war brought on by Hamas with its attack on October 7, when 3,800 Hamas operatives and 2,200 Gazan civilians smashed into Israel, and proceeded to pillage, rape, torture, mutilate, and murder 1,200 Israelis and kidnap 251 others. Right now the PA wants the burden of running what remains in Gaza to stay with Hamas, as the task is an impossible one. Let Hamas fail, and be seen to fail. And then the PA can come in to save the day with money from the UAE and the Saudis. Or so Abbas must be calculating.
Is there a chance of the UAE “day after” plan being adopted? Not as long as Hamas operatives remain a fighting force in Gaza. And the terror group has thousands of operatives still operating in the north, trying to regroup as cohesive units, and also to recruit new operatives. Of the 40,000 Hamas operatives who were known to exist on October 6, 2023, 20,000 have been killed, and an unknown number of the remaining 20,000 have been wounded, some so severely that they are permanently unable to fight. A reasonable estimate would be 50% of them have been so wounded, leaving 10,000 fighters, mostly in the north, still needing to be destroyed by the IDF. The IDF has indicated that it will not leave Gaza until that task is accomplished.
Meanwhile, 88-year-old Mahmoud Abbas is likely to have died, and with pressure from the UAE and the Saudis, a team of Palestinian technocrats, handpicked by the UAE, might at long last replace the corrupt Abbas regime. Then the UAE’s “day after” plan can be re-presented, and this time will have a much better chance of being accepted by the PA, which might without Abbas be under new and less corrupt management.

Let them keep on rejecting the offers, please. Imagine if they HAD accepted that horrible offer in 2008? Oct. 7 wouldn’t have been delayed until 2023. Any two-state solution is going to be the death-knell of Israel as a free independent state, and will result in Oct. 7 on steroids, eventually.
The Philistines held Gaza for years, and were a thorn in the side of the Israelites. They were the Sea Peoples, from Crete, thousands of years ago. Recent archaeology has proved it out with DNA from a 200+ body gravesite found there. Guess what? Pig bones found in the area. Dogs, buried, either beloved animals, or sacrificial? Either way, these were not semitic descendants of Abraham! Other burial customs were foreign to the land in which they had settled. WHY would the Muslims even want to be the people called the Philistines (“Palestinians”?). They were colonizers who didn’t have roots in Canaan–they came there and set up housekeeping, oppressing those around them.
Oh well. Don’t let the facts get in the way of the propaganda.
All that to say what most people on this website already know, there is no nation today called “Palestine” and there are no “Palestinians” if we are speaking of an ethnic group or a nation. The DNA found in the bones of those buried bore no relation at all to the Arabs who live in the Holy Land today.
Many of the Muslims in “Palestine” are in fact of virtually undiluted Jewish descent; the Jewish villages that Mohammed (or the thugs who became “Mohammed”) conquered are still there today. They carry on the tradition of clans, and marry within the clan. Isn’t history amazing? T
Remember that Mohammed had several Jewish wives. Remember how he acquired them. Then when nearby Jewish villages saw what happened to the Jews that resisted, and didn’t convert, they could not bear to suffer the same fate. Think, Oct. 7. Though some left if they could, many stayed in their homes and villages, and converted to Islam when the terrorizing Islamists arrived.
That was when Mohammed was just getting started, many centuries back. Those families still have remnants of who they were. They might have–hidden in a trunk–a prayer shawl, a menorah, or some other heirloom of their family. Of course, it’s a shameful thing for a Muslim to actually BE a Jew! So they don’t reveal those facts lightly. One program I saw on it had to scrub the faces of the people being interviewed, at their request, and for their protection.
THIS is what the Palestinian cause is all about. This is what Mohammed was all about. Convert or die. Eventually, no mo’ Jizya. Convert, or die.

The Arabs need to work out a way to put all Palestinians into Jordan and return Israel Judea and Samaria, as well as Gaza. Also, all the Palis in other Arab countries – naturalize them, and tell them that there is no going back to “Palestine”, unless they wanna go to Jordan
