That ist a really good question. Asylum hast been misused in Europe at least since the yugoslavian war.
In Germany the government Said that we cannot send the Bosnians Back, because the country was Not yet rebuilt and you could Not demand of them to restore their own country. I guess in Switzerland it ist the same.

The cause of this are opportunistic politicians who virtue signal and showcase good deeds for public praise at the expense of their citizens (false benefactors). Then they bring in all these fake, destructive Muslim refugees and Islam into societies that they hate as it isn’t Muslim. But as soon as the war is over they forget to return to sender and the country is left with the bill and the citizens pay for it permanently.
The other side of the coin is to bring back what they bring in once the war is over. The story here is similar to Sweden where an opportunistic politician Carl Bildt brought in hundreds of thousands of Jugoslavians with no exit plan. Now citizens are stuck with the bill including all the gang violence that emanates from what this false benefactor did.
