Pakistan is a Sharia state, but it doesn’t accept the authority of the Islamic State’s caliph. That makes its officials apostates and heretics in the eyes of the Islamic State, and thus they can lawfully be killed according to Islamic law.

I believe that the islamic state endorses the jihads against China in Xinjiang and Russia in muslim areas of Russia. That’s probably why no Pakistan regime can endorse it, or else their gravy train from Beijing in terms of various belt/road projects would dry up
However, islamic state has been supportive of attacks on PLA personnel working on those Paki projects, so it will be fun to watch when Beijing finds itself at the receiving end of a full blown jihad
