They allow nutters to have guns in the hope that they will commit mass-murder, thus giving them the pretext to dis-arm the law-abiding who might otherwise defend the country from it’s “leaders”.
Memory says that the shooter in the Broward County school shooting was also a known-risk who had his gun returned to him by the local “Woke” Dem sheriff.

the door was not locked…so the guy was right there and had not killed all of those little kids…and they didn’t need more equipment or tools…not even the key the janitor had. they just needed to go in and take him out if he refused to put down the gun and surrender.
And they had guns and shields…and the “incident commander”, who never should have been, left his radio so he couldn’t hear the frantic calls from the little kids.
I studied Incident Command from one of the guys who actually developed the strategy and protocols. I could have done a better job. Someone who actually cared about the little kids and their teachers **would** have done a better job.
It was very much a set-up and to say otherwise is to lie. It’s just that the little kids, their parents and their teachers were left out of the loop.
And I was saddened to read about the death of Dr Zen. May he rest until the Resurrection. As the little kids and their teachers are.
