Well, yes, he must have been. He has apparently been in France since he was six. Has his mosque been investigated? Do authorities know what is taught there? Are authorities aware of what are the prevailing attitudes and assumptions in the community where he lived? Why not?

The French prime minister joined thousands of demonstrators on Sunday rallying in tribute to a history teacher who was brutally beheaded at a school near Paris for showing cartoons of the Prophet Mohammed to his class.
Samuel Paty, 47, was stabbed to death and beheaded by Aboulakh Anzorov, 18, in a northern suburb of the French capital on Friday afternoon….

Meanwhile the prosecutor leading the investigation, Jean-François Ricard, said that the suspect, who had been granted a 10-year residency as a refugee in March and was not known to intelligence services, had been armed with a knife and an airsoft gun, which fires plastic pellets.
The Russian embassy in Paris said Anzorov’s family arrived in France from Chechnya when he was six to seek asylum….
