The attacker could, of course, be a “right-wing extremist,” but then there is also the fact that the Islamic State issued this call in September 2014:

Smash his head with a rock, or slaughter him with a knife, or run him over with your car, or throw him down from a high place, or choke him, or poison him….
This may not be jihad, but it does fit the vehicular jihad M.O.: plow into pedestrians, and then jump out of the car and continue the attack.

A MAN has ploughed into crowds in Sweden near a busy shopping district with the driver said to be ‘holding a gas canister’.
Panic rippled through Ullared, Sweden, after a car crashed outside the Gekas superstore in the town.
Shoppers scattered after witnesses claimed the driver hit two shopping carts before coming to a stop.
Two people are believed to have been injured in the incident, but not seriously.
Police spokesman Tommy Nyman said they were struck as the car careered towards the store.
Jenny Sundström, 19, and Nathalie Lodén, 20, who were at the scene, describe a white car driving at “high speed”.
Ms Lodén told local media site Expressen.se: “We hear that a car starts honking. I see a white car running straight at us.
“Then we took away that person is not going to give way, we move our cart.”
Ms Sundström added: “We were right in front of him. He sped past us.
“We saw how a man and a child standing there and how they could move.
“We were so shocked that we were there and also afterwards and then got the guards out.
“The man was charged with a gas can in his hand, and then people started running.”
Others at the scene said they initially thought it was an accident, but then the driver emerged from the car holding a gas canister.
An eyewitness, named as Mans, said the driver ‘opened the can’ and poured gasoline on the ground.
He said: “There was a car driving alone at high speed. Just a few meters from the end, he slams in two shopping carts.
“He steps out of the car and a gas can in his hand. Then I realized that this is not an accident.
“He just opened the can, you can see now that it is gasoline on the ground.”…
